Jae Lee, of Lincoln’s Government Services Group, led and represented GSA in this complex, Prospectus-level, consolidation procurement of a 574,767 rentable square foot lease for the United States Citizenship and Immigration Services (USCIS) at One Capital Gateway Drive, Camp Springs, MD 20746.

 

USCIS required the acquisition of a leased location to consolidate existing USCIS operations throughout Northern Virginia and Washington, D.C. Each location had differing lease expirations requiring significant coordination with the tenant agency and a strict lease acquisition schedule. The historic procurement was the first multi-jurisdictional (MD/VA/DC) Prospectus level procurement.

 

Given the complexity of the strategy, client requirements, and potential market solutions, Jae assisted GSA in developing and evaluating location criteria, site parameters, building specifications, test fits, and financial terms as part of the Lowest Priced Technically Acceptable evaluation.

 

The negotiation resulted in a below-market rent for lease construction as evidenced in the project scoring at 41.02% as well as $28,000,000.00 in Lump Sum Cash Concessions. Other negotiated items included LEED® Silver certification for the Core and Shell as well as LEED® Commercial Interiors certification for the tenant build out.

 

Negotiated amenities included a 35,000 RSF retail outparcel development with minimum guaranteed operational commitments for both breakfast and lunch fulfillment plans. A free-standing parking garage structure that can accommodate up to 1,750 parking spaces for the exclusive use of the government.

 

The lease was awarded in August 2017 to a lease construction solution near the Branch Avenue Metrorail station. Anticipated GSA acceptance of space is scheduled for 2020.
