Lease consolidation of 11 locations across VA. Majority of these 11 leases were off metro, including the 6 building complex off 95 (Boston Blvd and Fullerton Road in Springfield). Although GSA will typically craft solicitation to not exclude the incumbent, in this case the complex is off 95 which is why the deal did not have to be within a half mile to the metro. GSA added shuttle language, within 3 miles driving to the metro (Including phase II Silver Line) as compromise/consolation. Shuttle-in lease carries approximately 25 people, lease is for approximately 3,700 FTSs. Due to its non-metro location, CBP required approximately 2,700 parking spaces, limiting competition in NoVa. Lease requirements meant the majority of proposals were build-to-suit, giving Quantum Park significant advantage, with rising construction costs and a 15-year term as opposed to a 20-year term.
